I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Never, never hire "Hanks painting" , he is a scam. He charged me 1800 for an 800 sqft house, with the agreement of painting the gutters. He not only didn't paint the gutters, the paint of the walls and front door is pealing off. He did not sand the door and the wall color is washing off. His people don't know the work and he much less than them since he painted the door.
My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. Many underpainted or not painted spots, drips, etc. They did the entire outside (scraping?, priming? caulking?, painting), cleaned up and left within the time I left for work and came home. There were thee of them (my neighbor told me) This was two years ago and I am still upset. Can't be fixed.

If there is no new color on it at all, just talk to the painter about it, if it was an honest mistake (which can happen very easily while painting) your painter should have no problem fixing it. However, in my years of experience, it is not unusual for 2 coats of door paint (good quality) not to cover very well at all. I would not recommend this company for the following reasons:1. Original appointment was very specific to them on what was needed and to take photos for 3 apartment unit plumbing fixture repairs. One unit had a bathroom tub/shower backup.2. No photos taken, 3 trips later and only 1 unit completed to satisfaction. (Backup) 3. Other faucets unable to find on line with their suppliers and repair 4. Had to find another plumbing company to complete the jobs. 5. Invoicing had to be redone as not in detail of job address for tax purposes 6. Bad communication throughout the project process with their internal customer service. Their technician and project manager ordering parts. 7. For the back up. Did not bring out correct snake on both trips and had to replace lines as too small to break through backup. Costing over $800 for 3 trips just to complete that situation out. 8. Ordered the wrong parts when 2nd trip out since no photos taken to confirm what was needed. Very dissatisfied and will never ask them to work in any of our rental properties again.
When hiring a contractor it is always best to hire one who is personally referred to you by someone you trust. Hiring through ads or phone book is hit and miss. Check with your local paints stores, they know the good guys from the bottom feeders. Go to the stores that sell the high quality paints like Benjamin Moore(nonpareil), Pittsburg, Sherwin Williams or Glidden. Don't go the the big box stores for referrals, the people there don't know squat!
Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Wood siding and trim should be ready to paint after a day or two of dry weather.

Freshly painted walls often look blotchy. The color is uniform, but the sheen isn’t consistent. This usually occurs over the holes and cracks you patched with a filler or drywall compound. If a company has a formal training program, it’s a safe bet that they have their act together. They can do training in-house through regular meetings of their employees.  They can have field training systems in place, usually coordinated with classroom training sessions.  They can also use trade associations, such as PDCA (Painting and Decorating Contractors of America) or paint manufacturer’s representatives to stay up to date with the latest materials and techniques. 

To solidify this response, we have been in business for over 30 years as a painting contractor. We didn't just paint a couple of houses 25 or 30 years ago, we paint approximately 900-1000 painting jobs per year and operate with 40 professional painters doing commercial, residential and industrial painting. Siding is thin and splits easily, so the tricky part of this job is pulling nails without damaging surrounding boards. Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
OF the different type of customers there are at least two: cheap charley's and people who want great results. I agree the need for wall repair is critical to the end results. Most critical is for the customer to be told ahead that the walls are going to need exactly what is needed. This means the contractor must look, touch, examine the walls for defects and needed work. I've been a building manager for 40 years and seen a few paint jobs. Typically a contractor does a lot of talking about how expert he is, but the guys who walk through with note pads, iPads, examine, measure, point things out, explain and recommend are the ones I will deal with. It confirms if they know what the business. Nobody likes the workers to show up and when you talk about the job they're going to do they know nothing but they we were told to be here. Their boss who bid the job doesn't supervise - a big no no around here. Nobody likes surprises or worse, at the end of a job that's not right getting a bunch of little kid excuses. Contractors that do not like the customer to be around looking at the progress don't get the job.
Those who do hire a professional have every reason to make sure they hire the best one available. Since interior painting projects are often very different from exterior, it makes sense that many companies specialize in one or the other. When discussing your project with prospective contractors, make sure to ask about which type of painting they consider their specialty. You also want to make sure the company you hire was chosen for characteristics other than the bottom-line price. Since painting projects are technically less demanding than other home improvement tasks, there is a much greater chance of running into companies with inadequate experience or poor business practices. For such companies, a low-ball estimate is really the only enticement they can provide. It’s also enough to lure in many homeowners. When entering a painting project (especially an exterior project), hiring a company with a good reputation for service and performance is far preferable to hiring one based on a bargain estimate. But when rot is deep and widespread, it’s best to replace the entire piece of wood.

My wife and I just painted the interior of our house with about 6-8 gallons, of $30+ per gallon (meaning the good stuff, non-diluted) with absolutely fantastic results. However we just paid an average of $5 per gallon. Reason...all big box stores have paint, set aside, that has been mixed but not picked up by the customer. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. Cost to paint the entire house was about $100, with all materials included, period. We had it on the market for a few months to sell, didn't sell, painted the rooms, got 2 offers the day after we finished, took the best one and never looked back.
Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? If it's a challenge to get a written description of labor, materials and other details, things will probably get worse when the work starts.

Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. Dark primary colors are composed almost entirely of tint that makes it very hard to work with without adding water.

Jim also provided a color consultant.  This is something that we would never have thought of.  We had Shannon from Shannon Campbell Designs out to our home, and we went with colors that again, we would have never thought of.  Our home colors are beautiful, and we have NEVER seen out exact color combo!  Trust me, we spent literally months looking at homes, websites, etc to choose our colors.

As an owners rep and former estimator for a gc i do expect to pay a reasonable deposit say 10 percent and then weekly progress payments. I am asking the painter to book his time and to do the work on my schedule. Most painting companies are not huge operations they will pay their staff weekly. For most repaints i ask for one tinted primer coat and one finish coat for 100 percent coverage. New work gets one tinted primer and two finish coats for 100 percent coverage. The cost of the paint is not really that different for colors or finish. Brands like european fine paint and C2 are more expensive than Ben Moore and sometimes more difficult to roll based on their consistency. Some home depot brands are as expensive as the Ben Moore and of equal quality others aren't. Red paints are notorious for number of coats required and special priming requirements.
